CENTRAL SIERRA REGIONAL PARTNERSHIP FUNDING COORDINATION FRAMEWORK SELF IDENTIFICATION

How to Participate:

The purpose of this form is to coordinate applications across Proposition 4 Climate Bond programs and

ongoing federal and state funding sources in Amador, Calaveras, Mariposa, and Tuolumne Counties. This framework

describes four roles and invites regional organizations to self-identify their level of participation for the current funding

cycle.

Roles are not assigned — they are chosen. An organization may hold different roles across different programs. The goal is

not to rank organizations but to ensure that every program has a named Lead and that every supporting organization has a

defined, agreed-upon role before applications are submitted.

LEAD — Holds the grant agreement

A Lead organization signs the grant application, holds fiduciary responsibility for funds received, and is the primary point of accountability to the funding agency. The Lead defines the project scope, manages sub-recipient agreements, and submits all required reports.

What this role commits to: Signs the grant agreement and holds fiduciary responsibility

Defines project scope and work plan

Executes sub-recipient agreements with Partner organizations

Submits all required reports and invoices to the funding agency

Leads stakeholder coordination for the funded project

Threshold to participate:

Legal eligibility for the specific program, existing track record with the funding agency or program type, and the organizational capacity to manage the grant administration requirements.

PARTNER — Delivers a defined scope of work

A Partner organization executes a specific, named deliverable under a sub-recipient agreement or memorandum of understanding with the Lead. Partners commit to a concrete scope before the application is submitted and are accountable for delivering that scope if the grant is awarded.

What this role commits to: Commits to a specific, named deliverable before application submission

Provides required documentation (match, participant data, employer MOUs)

Delivers the agreed scope on the funded project timeline

Participates in grant reporting as required by the Lead Threshold to participate:

A defined functional contribution that the Lead cannot substitute — field sites, workforce pipeline, tribal recruitment, fiscal sponsorship, curriculum delivery, technical expertise, or community engagement with a specific defined output.

ALLY — Provides coalition presence and support

An Ally organization endorses the regional application and may provide a letter of support, referral relationships, or general coalition legitimacy. Allies do not hold a sub-recipient agreement or commit to a specific deliverable, but their participation strengthens the application narrative and demonstrates regional scope.

What this role commits to: Provides a letter of support for the application

May provide referrals to the Lead or Partner organizations

Endorses the project as consistent with organizational priorities

May participate in project activities at the Lead's invitation

No fiduciary responsibility or formal deliverable obligation Threshold to participate:

Organizational alignment with the program goals and willingness to be named in the application as a coalition partner. No minimum capacity threshold — Ally participation is a good-faith endorsement.

MONITOR — Tracks for future opportunity

A Monitor organization is aware of the program but is not participating in the current funding cycle — either because funding is not yet appropriated, the RFP has not been released, or the organization is not ready to commit at this time. Monitor status is a standing invitation to upgrade to Ally, Partner, or Lead when conditions change.

What this role commits to: Receives program updates from MLJT as they become available

Notified when RFP is released or funding is appropriated

No current commitment or deliverable obligation

May upgrade roles status at any point before application submission

Acknowledged in regional coordination documentation Threshold to participate:

Interest in the program and willingness to be included in regional coordination communications. No minimum commitment required.
